Do Black Mayors Improve Black Employment Outcomes? Evidence from Large U.S. Cities
نویسندگان
چکیده
To what extent do politicians reward voters who are members of their own ethnic or racial group? Using data from large cities in the United States, we study how black employment outcomes are affected by changes in the race of the cities’ mayors between 1973 and 2004. We find that black employment and labor force participation rise, and the black unemployment rate falls, during the tenure of black mayors both in absolute terms and relative to whites. Black employment gains in municipal government jobs are particularly large, which suggests that our results capture causal effects of black mayors. We also find that by improving the employment outcomes of blacks, black mayors lead to higher black incomes both in absolute terms and relative to white incomes. We show that our results continue to hold when we compare the treated cities to alternative control groups of cities, explicitly control for changing attitudes towards blacks or use regression discontinuity analysis to compare cities that elected black and white mayors in close elections. * George Mason University. The Pomp of Power: Black Mayoralties in Urban America*
Objectives. Although urban scholarship has come to better understand the dynamics of black political incorporation in the United States, to date scant empirical attention has been paid to an important element of minority representation in local politics—the rise of black mayors. The present study addresses this gap in the extant literature. Methods. We analyze incidences of black mayoralties by...
متن کاملMayors, Partisanship, and Redistribution: Evidence Directly From U.S. Mayors
Policymakers and scholars are increasingly looking to mayors as policy innovators capable of addressing critical challenges, including income inequality. A robust scholarly debate contests whether mayors are (1) limited by economic constraints and unable to prioritize redistributive initiatives, or (2) spurred to pursue equity-oriented policies according to partisan and ideological preferences....
متن کاملWhen Mayors Matter: Estimating the Impact of Mayoral Partisanship on City Policy
U.S. cities are limited in their ability to set policy. Can these constraints mute the impact of mayors’ partisanship on policy outcomes? We hypothesize that mayoral partisanship will more strongly affect outcomes in policy areas where there is less shared authority between local, state, and federal governments. To test this hypothesis, we create a novel dataset combining U.S. mayoral election ...

متن کاملWas Postwar Suburbanization “white Flight”? Evidence from the Black Migration∗
Residential segregation by jurisdiction generates disparities in public services and education. The distinctive American pattern—in which blacks live in cities and whites in suburbs—was enhanced by a large black migration from the rural South. I show that whites responded to this black influx by leaving cities and rule out an indirect effect on housing prices as a sole cause. I instrument for c...
